PITTSBURGH (AP) — A Pittsburgh city councilman wants to license massage parlors and their employees, and have the businesses keep lists of their customers, in an effort to prevent human trafficking in sex workers.
“It is going on under our noses right now,” Councilman Doug Shields, a Democrat, said Monday at a news conference announcing the bill he intends to introduce Tuesday. “It’s a horrible story. It’s one that needs a response. And it needs the cooperation of everybody.”

John Moran, who identified himself as part-owner of the Lucky Dragon massage parlor in the same section of the city, also denied selling sex. He called Goodman a “naive do-gooder” who’s “likely going to be in court for slander.”

“If this bill is passed and enforced properly, perhaps johns will learn that they cannot go into a legitimate massage parlor and sexually harass their masseuses into providing a ‘happy ending,’” Goodman said, using a euphemism for sexual services.

Pittsburgh Massage Parlors: City Council to get Anti-Brothel Legislation

A recent review of Internet billboards dealing with prostitution found there are an estimated 15 brothels in the city of Pittsburgh posing as massage parlors and another seven in the rest of the county. The news prompted Pittsburgh City Councilman Doug Shields to draft legislation that would force all massage parlors in the city and their employees to be licensed.
Shields says the $100 fee and other requirements will not negatively impact legitimate operations but it will strike fear into those who are running something that is not above board. Inspectors from the City’s Department of Finance will be able to enter the business at any time to make an inspection of the facilities and its books. “We are going to know who’s operating the business, and we are going to know a lot more about the people that are here, and more importantly, every employee on the premises must have a licenses to conduct this activity,” says Shields.

PITTSBURGH — Pittsburgh City Councilman Doug Shields is introducing a bill to license massage parlor employees in an effort to prevent sex trafficking by women he said are “hidden away right under our noses.”
Shields is working with the Anti-Human Trafficking Coalition, which is comprised of Pittsburgh university students.
The group said it has identified 15 massage parlors in the city and seven more in the suburbs that it believes are fronts for prostitution and, possibly, trafficking in young Asian women forced to have sex.
City police have not commented on the bill.

Bill requires massage parlors, their employees to be licensed

The Polaris Project calls massage parlors a worrisome source of prostitution and trafficking, with young Asian women held against their will and forced to have sex with as many as 10 men a day.

“Prostitution, while some people may see it as a victimless crime, is a crime that’s attached to all sorts of things,” Mr. Shields said, citing money laundering, loan-sharking and extortion. Recalling embarrassing days when Liberty Avenue was “wide open for business,” he said he wants to arrest any problem with massage parlors.

Councilman Bruce Kraus, who represents the South Side and Hilltop neighborhoods, said three massage parlors opened in his district over the past year and a half. He said he reported them to the police department’s vice officers.
Mr. Kraus said he had not seen Mr. Shields’ bill but was inclined to support new regulations of massage parlors.
